From Financial Institutions to Finance Companies: The new legal Framework
On 21 May 2026, Banque du Liban issued Basic Decision No. 13819, comprehensively overhauling the framework governing Finance Companies (formerly Financial Institutions / المؤسسات المالية) for the first time in nearly three decades. It repeals Basic Decision No. 7136 of 1998 and forms part of a coordinated May 2026 package that also addresses microloans, lending counters and electronic payment cards.
